Institute for Chemical Research at Kyoto University celebrates its 79th (founded in 1926) anniversary in 2005. Our founding vision, "Exploring a basic study on the principle of specific matters in chemistry and further extending its application," is a legacy that has been continued into the present day and describes the essence of our research activities in chemistry. This statement asserts that we entrust each scientist with choosing and pursuing research topics that aspire to being at the forefront of modern chemistry. Freedom in academia is essential for the development and nurture of knowledge and culture, as well as for the technological advancement. In many circumstances, important phenomena or principles have been discovered while researchers have patiently continued research on uncertain or unknown matters; that is, unless independence and freedom are given to scientists, scientific progress will be limited. Institute for Chemical Research will engage in this vision, and will forge ahead into chemical research with absolute confidence.
The Japanese government enacted the statute of incorporation of national universities in 2004. To compensate for the reduction in government funding of universities' operational costs, a special education/research fund was instituted. This special fund embodies the sincere wish of the Japanese government to entrust each university with establishing a productive system that can improve the quality of educational and research programs. We are truly pleased to announce that the special education/research fund for the center of excellence (COE) project concerning materials synthesis was granted based upon a proposal made by the International Research Center for Element Science at Institute for Chemical Research in collaboration with the Research Center for Materials Science at Nagoya University and the Institute for Materials Chemistry and Engineering at Kyushu University. These three centers for chemical research, which were established as a direct outcome of the COE program, will share research resources, helping each other to become a center for advanced research in chemistry. This plan, which will result in the formation and maintenance of an open and interdisciplinary chemical research center, is already underway. With this effort, I am confident that our center is demonstrating its pursuit of excellence and will continue to be a leader in chemical research worldwide. Furthermore, I believe that our plan will become a model for successful cooperation between research institutions, a desirable outcome of the recent university incorporation.
